Why do we as a society condone the animal cruelty that exists in the Rodeo Circuit?

I watch these animal cop shows on occasion and it amazes me how cruel people are to their pets. Dogs, cats etc. Why is it that we put people in jail because they dont feed their dogs or keep them in sickening conditions, yet we allow cowboys and rodeo workers to tie bulls and horses testacles in wire or rope so they'll buck harder ??? Is this world off it's rocker or what? So we're saying this is okay right? I wonder if a cowboy or APL worker would buck harder if their testacles were tied up with some wire or rope!
