Accident involving an unlicensed and uninsured driver?

ok so yesterday I got into an accident with a driver that was unlicensed and uninsured. I pulled up into the intersection on a yellow and made a left turn when it turned red, however, she sped up and t boned my car. The cops showed up and wrote a report. There was a witness that was going by on her bike that stayed around to also be questioned by the police when they showed up (she also claims the other driver was at fault for driving into the intersection on a red at high speed). Now, the police impounded her car but didn't issue and fines or tickets. The copy of the report they handed me doesn't say who is at fault, just the other driver's info. Since the other drive has no insurance, what are the chances of me being able to fix my car without paying out of my pocket (my insurance doesn't cover accidents with uninsured motorists)?
